March 2020: Now is a great time to invest in Istanbul

How Does the Citizenship Application Process Work in Turkey?

When you buy property/properties, with a combined value of at least $250,000, you can apply to the Tapu Office (General Directorate of Land Registry and Cadaster), and request to obtain Turkish Citizenship.

Your application is. sent to the Ministry of Environment and Urbanization, whose Appraisers check and verify the value of the property. The Ministry then places a statement on the Tapu (title deed) stating that you may not sell it for 3 years.

They then send your application to the General Directorate of Population and Citizenship Affairs. You are later invited to give your signature and receive your ID card and Turkish passport. Do not forget all nationalities who are able to buy property in Turkey, may apply for Turkish citizenship by investment.

Most investors have the same question in their mind “How much is the total cost for my investment?”. Whilst this is a really good question, unfortunately there is no simple answer. The cost of buying a property in Turkey varies, within the range of 1% to 20%, depending on the investment you choose.

First of all there  are two major taxes you should consider when buying a property/properties.  The first one is the Purchase tax, also known as VAT. It is calculated according to specific variables of the property you choose, such as size, quality, location etc, and can be either 1%, 8% or 18% depending on certain criteria.  However, if it is your first property purchase  in Istanbul, you can take advantage of 1% VAT.

The second tax you should consider is Title deed transfer cost. Title deed transfer cost is determined by the Tapu Registration office and is calculated as 4% of the property purchase price. The Title deed transfer cost can sometimes be covered by the construction company depending on the project.  Alternatively, if you were to invest in an urban redevelopment project, you could benefit from a tax exemption scheme which covers the cost of the title deed transfer.

Thus, although there are many variables to consider when calculating the actual cost of your property purchase, we can say, in short, that you will pay an average of around 8.5% in taxes, on top of the property price, for your investment.

Pakistan, Turkey to allow dual nationality for their citizens

Turkish ambassador says Erdogan to sign concrete documents during his two-day visit to Islamabad

ISLAMABAD, Pakistan

Turkey’s ambassador to Pakistan said President Recep Tayyip Erdogan’s visit to Islamabad this week would be a major step towards exemplary bilateral ties between two brotherly countries.

In an exclusive interview with Anadolu Agency in Islamabad, Mustafa Yurdakul said the countries would sign several agreements to enhance cooperation in various sectors.

“We will have some concrete documents to be signed during the visit, we will have our high-level strategic cooperation council meeting, which I can describe as a joint sitting of the two councils of ministers of respective countries — all the ministers and the leaders. They will have the opportunity to interact directly with their counterparts,” said Yurdakul.

Erdogan will arrive in Islamabad on Thursday for a two-day official visit along with a high-level delegation.

“More than 60 Turkish businessmen will be accompanying the president. So, this is also a very important event which will take our commercial and economic relationship to a new level,” he said.

Historic visit

Q: The Turkish president is coming to Pakistan and people are very happy here, could you tell us about his engagement and any agreements that will be signed during this visit?

Mustafa Yurdakul: First of all, I should point out that it is very heartwarming to see the affection, the love Pakistani people extend to Turkey and our president, Mr. Erdogan. The Turkish president visiting Pakistan is a historic event, it is a very big event. This one will be another historic step towards our exemplary bilateral relationship. We will have some concrete documents to be signed during the visit, we will have our high-level strategic cooperation council meeting, which I can describe as a joint sitting of the two Council of Ministers of the respective countries, all the ministers and the leaders, they will have the opportunity to interact directly with their counterparts so that we will be giving a new impetus, a new face, to our already-thriving and very positive bilateral cooperation. This is more than cooperation. What exists between Turkey and Pakistan is more than friendship. It’s a bond and this bond is there and will be there to stay. This kind of visit will strengthen this bond between the two peoples and between the two countries. Apart from his meetings with the prime minister and Mr. President [of Pakistan], Mr. Erdogan will also have the opportunity to address the joint sitting of the parliament — the National Assembly and the Senate. This will also be a very remarkable event because I know that it is eagerly-awaited, by the senators and parliamentarians, what he [Erdogan] will say on anything related to Turkey and Pakistan and of wider geography. We will also have a business forum meeting. For that purpose alone, more than 60 Turkish businessman will be accompanying Mr. President. So, this is also a very important event which will take our commercial and economic relationship to a new level. So overall, what we will see is Mr. President will be embraced by the Pakistani people and by the Pakistani leadership.

It is always a great joy and pleasure for our president to visit Pakistan because he’s very much aware of his popularity here in Pakistan. So, this will be a very positive, heartwarming and very promising visit for both countries.

Bilateral trade

Q: It’s also expected that Pakistan and Turkey will sign the Free Trade Agreement (FTA) during this visit.

MY: What we will be signing during the visit is a strategic economic framework, which will entail almost each and every economic and trade aspect of our relationship, be it energy, transport, agriculture, defense production, etc. This framework will put a new roadmap for both countries to follow with a view to further enhancing our cooperation in the economic, trade and investment fields. For the FTA, we are all in favor of some sort of trade agreement between the two countries. The talks for that is ongoing and we will continue to discuss with our Pakistani counterparts to come up with an agreement that will facilitate bilateral trade. Our trade minister will be in the delegation and she will be meeting with her counterpart here and we will see what the next steps will be in that regard.

Turkish-Pakistani dual citizenship

Q: Last week Pakistan’s Interior Ministry said Islamabad and Ankara were considering signing an agreement on dual nationality. Could you elaborate on this initiative?

MY: This is not something like a provision of dual citizenship for each and every Pakistani national. This is more like a recognition of those who have acquired Turkish citizenship, or vice versa Pakistani citizenship, to mark their status for respective countries with a view for laws and regulations. In other words, what we are working on in principle is that we need to have an agreement like Pakistan has with, for example, the United States, United Kingdom, Canada and Australia, because each and every passing day I notice a growing interest on the Pakistani side to invest more in Turkey. Since we have some schemes for giving nationality to foreign investors, Turkey is becoming a point of attraction also for Pakistani brothers and Pakistani investors. So, we felt that it might be time to deliberate this issue and, you know, to come up with some kind of understanding between the two countries, how the dual citizens will be treated in the respective countries. This is the gist of the issue.

Q: Last week Pakistani Prime Minister Imran Khan said during his interview with Anadolu Agency that Erdogan would come to Pakistan along with a high-level diplomatic and business delegation. He hoped to involve them in the China-Pakistan Economic Corridor [CPEC]. How do you see this offer?

MY: Now the first phase of CPEC is at a completion level and talks and efforts are ongoing for phase two. In phase two, the expectation is that Pakistan would turn into more of a hub for commercial exchanges through the free economic zones.
Of course, we are interested in being a part of those special economic zones. What we do and advocate is for more Turkish businesspeople to come and invest in Pakistan and be part of this huge effort to turn Pakistan into a trading hub. So, if the opportunities are there for more Turkish companies to take part in such activities — such zones and projects – I think we would be delighted to consider it in a very positive way.

Finally, I want to say is, let’s enjoy the fact that the Turkish president is coming to Pakistan. Let’s pray for the well-being and prosperity of both of our countries. Let’s see the fact that Pakistan and Turkey are very lucky and blessed to have each other as ironclad brothers, in the sphere of international relations. This brotherhood is here to stay and both peoples will reap the benefits of this brotherhood more and more in the days and years to come.

Growing Cooperation between two countries attract investors

Turkish president set to reach Islamabad on Thursday for his 4th visit to Pakistan

KARACHI / ISLAMABAD, Pakistan

During a two-day visit to Pakistan this week, Turkish President Recep Tayyip Erdogan and Pakistan’s Prime Minister Imran Khan are expected to discuss a string of issues confronting the Muslim world, with special focus on the U.S.’ so-called peace plan and the Kashmir situation, according to local experts.

“The two leaders have a variety of issues to discuss during this visit including the Kuala Lumpur initiative, Kashmir, and the U.S.’ so-called Middle East peace plan,” Shahid Amin, a former diplomat, told Anadolu Agency.

Amin said both Khan and Erdogan feel strongly about the lack of unity among Muslim countries, and discussions of the issue will be an important part of the agenda.

“An initiative has already been taken in this regard,” he said referring to last December’s Kuala Lumpur summit, which Pakistan skipped over reported pressure from Saudi Arabia.

“But it needs to be worked out further so that there must not be any impression of more division,” he said.

“Saudi Arabia and its allies are not happy with the Kuala Lumpur initiative, considering it a parallel platform, but it is equally true that Muslim world needs to be re-energized in the face of simmering challenges, especially after the announcement of Trump’s so-called peace plan.”

“President Erdogan is an old friend of Pakistan and he fully understands our constraints” leading to Islamabad sitting out the summit, Amin, whose diplomatic career spanned from 1958 to 1997, told Anadolu Agency.

“I am confident this visit will be a success and will bring the two nations further closer,” said Amin, who served as Pakistan’s ambassador to Libya, France, Nigeria, and Saudi Arabia.

Abdul Khalique Ali, a Karachi-based political commentator, sees Erdogan’s visit to Pakistan as a result of growing understanding and cooperation between the two nations on several regional and international issues.

“The two sides have similar stands on several issues ranging from the ongoing situation in Kashmir to Trump’s ‘peace plan,’ and from reconciliation in Afghanistan to Nagorno-Karabakh,” Ali told Anadolu Agency.

“Turkey was among a few nations that helped Pakistan escape the blacklist of the FATF [intergovernmental Financial Action Task Force],” he said.

“It’s Turkey that has kept Pakistan’s interests equal to its own interests.”

The two sides, he said, would also discuss ways to further bolster economic and strategic cooperation.

Visit

Erdogan will arrive in Islamabad on Thursday for a two-day official visit, Pakistan’s Foreign Ministry confirmed on Monday.

“Recep Tayyip Erdogan will be visiting Pakistan on Feb. 13 and 14,” ministry spokesperson Aisha Farooqui told Anadolu Agency.

This will be Erdogan’s fourth visit to Pakistan since 2002 and second as president.

His last trip to the South Asian state in November 2016 was his first since assuming the presidency in August 2014.

He previously visited Pakistan twice during his tenure as prime minister.

Erdogan will be accompanied by several Cabinet ministers and a delegation of Turkish businessmen and investors.

On Friday he will address Pakistan’s parliament for a record fourth time.

Erdogan already holds the distinction of being the only head of state to have addressed the country’s parliament three times.

Khan, in an interview with Anadolu Agency earlier this month, said Erdogan’s visit will be “comprehensive” and Pakistan will seek Turkey’s cooperation in several sectors.

He identified mining and technology transfer as key areas, saying that boosting bilateral trade and economic ties is a core objective.

“It will be quite a comprehensive visit … there will be discussions on all sorts of economic ties and, of course, our strategic and diplomatic ties,” said Khan.

Preparations ongoing

On Monday Khan presided over a special meeting in the capital Islamabad to review preparations for Erdogan’s visit.

According to an official statement, he and his Cabinet members discussed ways to further bolster Pakistan and Turkey’s bilateral ties and economic cooperation.

“President Erdogan’s visit will serve as an important milestone in our efforts to further strengthen bilateral relations and increase cooperation between our two countries,” Khan said at the meeting.

He directed his ministers to hold monthly meetings to ensure timely implementation of the agreements set to be signed during the visit.

Khan also hailed Turkey for its unwavering support to the people of the disputed Jammu and Kashmir region, which has been under Indian government lockdown since last August.

“The way Turkey stood with Pakistan on the Kashmir issue is highly commendable,” said Khan.

Opposition parties and ordinary citizens also welcomed Erdogan’s visit.

“We will warmly welcome the Turkish president in Pakistan. He is not only leading the Turkish nation but is also a voice for all the oppressed Muslims in the world,” Senator Siraj-ul-Haq told Anadolu Agency.

“I hope this visit will further strengthen our relations as Pakistan and Turkey have always supported each other in trying times,” said the senator, who is also chief of the country’s largest mainstream religious party, Jamaat-e-Islami.

Ordinary Pakistanis are also upbeat about Erdogan’s visit, with many messages of support seen on Twitter and Facebook.

“Welcome President Recep Tayyip Erdogan to Pakistan,” Aamir Chishti tweeted in Turkish, with a short video of Erdogan and the flags of the two countries.

Growing cooperation

Ankara and Islamabad have boosted bilateral defense and security cooperation in recent years. In October 2018, the Pakistan Navy commissioned a 17,000-ton fleet tanker built in collaboration with a Turkish defense company in the southern port city of Karachi.

It was the largest warship ever constructed in the Karachi Shipyard and Engineering Works, and the project was completed in collaboration with Turkish defense contractor STM.

In July 2018, Ankara won a multibillion-dollar tender to supply four corvettes to Pakistan’s Navy, a deal called the biggest export for Turkey’s defense industry in history by then-Defense Minister Nurettin Canikli.

In 2016, Turkey gave 34 T-37 aircraft to Pakistan.

Meanwhile, Ankara is buying MFI-17 Super Mushshak aircraft from Pakistan, besides upgrading three Pakistani submarines and jointly building another fleet tanker.
